[1]Research project for Chinese intellectual property & Antitrust service capability was established by the Power-nation platform. The researchers investigated law firms, agencies and lawyers, verified the cases published by the Supreme Court,The Intellectual Property Court of the Supreme People’s Court, Beijing Intellectual Property Court,Shanghai Intellectual Property Court, Guangzhou Intellectual Property Court and the State Intellectual Property Office over the years. Based on the materials provided by law firms, agencies and lawyers, according to the standards of intellectual property service capacity,we finally formed a preliminary list.

强国平台设立的知识产权与反垄断服务能力研究项目，经研究人员全面查找律所、代理所及律师信息，查实最高院、最高院知识产权法庭、北京知识产权法院、上海知识产权法院、广州知识产权法院、国知局公布的历年十大案例，依据律所、代理所、律师提供的材料，按照知识产权服务能力标准进行了排序，形成了初步名单。

The video review meeting was held on November 28. After full discussion and questioning, the participating experts reviewed and evaluated the project according to law and regulations, and determined the top 30 Chinese local intellectual property law firms, top 5 overseas intellectual property law firms, top 25 Patent agencies, top 7 intellectual property barristers, top 10 patent lawyers,top 10 patent agents,top 10 IP consultants, top 10 trademark lawyers and top 10 Internet(copyright) lawyers,top 10 internet (copyright) lawyers and top 10 antitrust lawyers, as following.

于11月28日召开视频评审会，与会专家经过充分讨论，并质询，依法依规审核评估了课题成果，确定了2024年TOP30家中国本土知识产权律所、TOP5家海外知识产权律所、TOP25家专利代理机构，TOP7知识产权大律师、TOP10专利律师、TOP10专利代理师、TOP10知识产权咨询师、TOP10名商标律师、TOP10互联网(版权)律师、TOP10反垄断律师名单。

The candidates for this ranking are selected from the top 100 domestic law firms and some excellent professional law firms.

此排名候选者选取于国内律所百强，及部分专业律所。

After expert discussion, there are two main indicators of service capacity: the reference indicator is qualified partner; The core indicator is qualified intellectual property partners. Then the feedback from Power-nation experts and Party A's mentor group shall be used as the basis for the ranking of service capability of intellectual property law firms.The study looked at 1,846 intellectual property partners,1,680 who were deemed qualified and 825 who were licensed as patent agent and attorneys. We believe these people are a key factor in China’s intellectual property services.

经专家讨论，服务能力得核心指标为有效合伙人，即有效的知识产权合伙人。按照知识产权有效合伙人的数量进行初步排名，再经强国专家及甲方导师团的反馈，作为知识产权律所服务能力排名的依据。此次研究共研究了知识产权合伙人1846人，被认为合格的合伙人1680人；具有律师、代理师两个执照的825人。我们认为这些专业人士是中国知识产权服务的关键因素。

Qualified intellectual property partners serve as the core factor in queuing. However, in actual research, the standards defined by lawyers for partners are not the same. Considering that the information obtained mainly comes from two sources, one is published on the lawyer's website, and the other is filed by the Ministry of Justice. The number of people announced mainly includes these aspects: first, partners, and second, general lawyers. The actual handling is to first consider the partners and then consider the number of lawyers. Finally, there are regional differences, and we currently default to a certain proportion.

合格的知识产权合伙人作为排队的核心因素。但在实际调研中，各律师所对合伙人界定的标准并不相同。考虑到得到的资料主要有两个来源，一是律师网站公布，二是司法部备案。而公布的人数主要有这几个方面，一是合伙人，二是一般律师。实际的处理是首先考虑合伙人，再考虑一般律师。对于一般律师，考虑的因素一是律师收入，二是律师核心业务工作年限。最后就是地区差别，我们内部掌握一个比例，如果北京律师为1，那么上海律师在0.9，深圳、广州则在0.8，其他地区在0.7-0.5之间。这与他们的基本收入也是基本吻合的。

The candidates for this ranking are those with intellectual property activities in China. The premise for selection is that they have strong service ability in the host country and enter the top 20 in the professional field.

此排名候选机构选取于在国内有知识产权活动的单位，入选前提是在所在国服务能力较强，进入专业领域的前20名以上。

The ranking mainly considers the ability and experience of serving Chinese enterprises. There are two specific indicators: first, partners serving Chinese customers; Second, intellectual property partners serving Chinese customers. On this basis, it is determined after the feedback of the expert group (or Party A) of Power-nation.

排名主要考虑的是为中国企业服务的能力与经验，具体有二个指标：一是为中国客户服务的合伙人；二是为中国客户服务的知识产权合伙人。在此基础上，经过强国专家团及强国导师团的反馈后，加以确定。

The ranking mainly considers the ability and experience of patent agency and litigation. There are two specific indicators: first, the number of qualified patent agents and partners; Second, the number of qualified intellectual property partners other than patents.Actual sales revenue as an important factor.

排名主要有二个指标：一是合格的专利合伙人的数量；二是专利之外的其他合格的知识产权合伙人的数量；同时考虑到当年的实际销售额。

The ranking mainly considers the ability and experience of patent agency and litigation. There are two specific indicators: first, the number of qualified patent agents and partners; Second, the number of qualified intellectual property partners other than patents..Actual sales revenue as an important factor.

排名主要有二个指标：一是合格的专利合伙人的数量；二是专利之外的其他合格的知识产权合伙人的数量。同时考虑到当年的实际销售额。

The candidates for the rankings come from years of observation by the Power-nation platform after many years. Among the 1680 intellectual property partners who were qualifed for the study,especially the 825 who were licensed as patent agent and attorneys, our preliminary assessment is that they should be 10 percent.For this reason,the ranking order is no longer distinguished.

The annual research of lawyers mainly considers four aspects: their professional service level, professional quality, industry influence and business performance. There are certain indicators and procedures to support the measurement of these four.

年度律师的观察，主要指标为专业服务水平、职业素质、行业影响力及经营业绩等四个方面。衡量这四者，有具体指标和严格程序支持。

First, to set up a project and conduct preliminary research, we must master the overall situation and hot spots of patent services in that year; Second, put forward preliminary candidates on this basis, and then discuss and improve with experts in the field; Third, discuss and confirm with the research object and obtain more accurate materials; The fourth is to synthesize and finally form a list, which will be put forward by the expert group (or Party A) of Power-nation; Fifth, after obtaining a large number of opinions, form the final research results.

一是设立项目，进行前期研究，必须掌握领域宏观服务水平及当年工作热点；二是在此基础上提出初步候选人，再与行业内专家进行交流完善；三是与研究对象进行沟通和确认，并获得更准确的材料；四是进行综合汇总，最后形成名单，由强国专家团和甲方导师团提出意见；五是在尽可能多征求意见后，形成最后研究成果进行发布。

The candidates for the rankings come from years of observation by the Power-nation platform after many years. All new comer have submitted their declarations. In the course of the study, in particular, these candidates were verified as our accredited qualified ip partners, and compared with the overall qualified 1,992 ip partners.We assessed, they are above 30 per cent of the 1,992 qualified lawyers.
